Reddit creator the_balazs claimed that although it may seem difficult to believe, he built it himself and it took him about three years. It was created using the WorldEdit mod, but that's the only additional tool available - everything you see was built by hand. You can download the map on Planet Minecraft. It's called Tranton and is a fictionalized version of New York City and Chicago. Everything is scaled to scale and has even interior floors. It's a remarkable piece of art all around.
